The Cumbria Flood Partnership is one of 5 sub-regional partnerships in the North-West, alongside Lancashire, Merseyside, Greater Manchester Combined Authority and Cheshire Mid-Mersey. These partnerships report to the Northwest Regional Flood and Coastal Committee (NW RFCC).
On 1 April 2023, following local government reorganisation across Cumbria, two new unitary authorities, Westmorland and Furness Council and Cumberland Council, replaced the former county council and six district councils. These unitary authorities replaced Cumbria County Council as the designated Lead Local Flood Authorities (LLFAs) in Cumbria.
Cumberland Council and Westmorland and Furness Council as Lead Local Flood Authorities (LLFA) in Cumbria have a statutory responsibility to lead on flood risk management activities in collaboration with other risk management authorities (RMAs) as defined in the Flood and Water Management Act 2010. In Cumbria, the RMAs are the Environment Agency, United Utilities as the water company, National Highways and Westmorland and Furness Council and Cumberland Council as the highway authorities. There are currently no internal drainage boards in Cumbria.
As a collective, the Cumbria Flood Partnership delivers flood risk management actions at strategic, tactical and operation levels through a number of groups, an overview of which is provided below:
